Arbeitslosigkeit oder Arbeitskräftemangel? Die Arbeitslosenrate als wirtschaftlicher und sozialer Indikator

Abstract

Angesichts der immer häufiger werdenden Klagen der Unternehmer über Arbeitskräftemangel und einer immer noch vergleichsweise hohen Arbeitslosenrate erhebt sich die Frage, ob die Arbeitslosenrate tatsächlich Spiegel des ganzen verfügbaren Arbeitskräfteangebotes sei: Die Arbeitslosigkeit wird in Österreich erheblich durch Saisoneinflüsse bestimmt, Saisonarbeitskräfte treten aber während ihrer Arbeitslosigkeit kaum als Arbeitsuchende auf den Markt. Darüber hinaus steht eine beträchtliche Gruppe schwer vermittelbarer Arbeitskräfte dem Markt gleichfalls nur eingeschränkt zur Verfügung, sodaß das effektive Arbeitsangebot erheblich geringer sein dürfte, als die Arbeitslosenrate angibt.
