Abstract

Structural reforms and progress in modernisation are needed at the federal, state and local levels. There is broad agreement on this. Firstly, the digitalisation of administrative processes is creating new opportunities. Secondly, the administration’s human and financial resources are shrinking. Thirdly, the demands on public administration are becoming increasingly complex. The answer to these challenges is the geographic, thematic and functional bundling of tasks.
