Human Capital and Economic Growth: Challenges to Educational Policy in View of Scientific Research

Abstract

The paper makes an attempt to relate the scientific findings on the impact of human capital on economic growth to the educational policy. Besides the main theoretical models in the field the paper presents a summary of the key empirical studies on the market economies. A special attention is drawn on the studies placing emphasis on the new EU member states as well as on those focusing on the quality of human capital instead of its quantity. Finally, the main challenges to the educational policy are outlined and directions for further research are proposed as well.
