Abstract

Cet article a pour objet d’apprécier dans quelle mesure les réformes des finances publiques mises en place au Maroc et en Tunisie dans la période d’ajustement structurel ont contribué au développement de l’agriculture. L’impact des mesures est appréhendé à travers l’évolution de l’investissement public et des subventions en faveur de l’agriculture et aussi à travers l’évolution de la fiscalité directe et indirecte pesant sur le secteur agricole. L’analyse met en évidence un désengagement plus rapide de l’État marocain résultant d’une contrainte financière plus sévère qu’en Tunisie. Elle montre également que les agricultures marocaine et tunisienne ont été largement tenues à l’écart des réformes fiscales et douanières. Au total, en partie grâce à une protection croissante des productions de substitution à l’importation, l’offre agricole globale a en moyenne fortement augmenté dans les deux pays
