Abstract

L'objet de cet article est d'évaluer les effets de l'élargissement de l'UE aux pays d'Europe Centrale et Orientale (PECO) sur la polarisation des activités en Europe. Après avoir retracé les débats théoriques issus de la Nouvelle Economie Géographique et les applications à l'Europe, nous présentons un ensemble de faits stylisés afin de caractériser les conditions d'insertion des économies en transition dans l'Union Européenne : convergence réelle, flux commerciaux, nature et ampleur des IDE et flux migratoires. Nous proposons alors de mesurer le processus de spécialisation et de concentration des activités en Europe (en termes d'exportations et d'emploi) incluant explicitement les États-membres de l'UE et les PECO. Nous montrons que les principaux pays de la première vague d'adhésion (Pologne, République Tchèque, Hongrie) s'orientent vers le modèle espagnol de rattrapage, de maintien d'une diversification des activités et tendent à rejoindre le schéma européen de spécialisation intra-branche. A l'opposé, les autres pays risquent de rester enfermés dans une spécialisation inter-branche et connaître une logique de type centre-périphérie vis-à-vis de l'UE.
