Spatializing Industrial Policies: A View from the South

Abstract

SEPULVEDA L. (2008) Spatializing industrial policies: a view from the South, Regional Studies. A new approach to industrial policy which advances the ‘spatial turn’ of industrial policy thinking has matured and gained considerable attention in both developed and developing countries. However, the notion of ‘spatiality’ forwarded by the new approach is one which has essentially emerged from industrialized Northern economies and this raises questions relating to the largely uncritical way in which it is being adopted in developing countries. Drawing on original research conducted in Argentina, the paper demonstrates that without a context-sensitive industrial policy and a sound macro-economy, the policy tenets forwarded by the new approach are, in the South, condemned to fail. Cependant, la notion d'‘effets géographiques’, que propose la nouvelle façon, ressortit essentiellement des pays nordiques industrialisés et cela remet en question la façon non critique dont les pays développés l'adoptent. Puisant dans des recherches originales menées en Argentine, cet article cherche à démontrer que dans l'absence d'une politique industrielle qui est sensible au contexte et d'une macroéconomie solide, les principes de la politique proposés sont voués à l'échec dans les pays méridionaux. Sowohl in den Industrie- als auch in den Entwicklungsländern ist ein neuer, stark beachteter Ansatz der Industriepolitik herangereift, in dem für ein ‘räumliches Denken' in der Industriepolitik plädiert wird. Allerdings ist der in diesem neuen Ansatz propagierte Begriff der ‘Räumlichkeit' im Wesentlichen in der Wirtschaft des industrialisierten Nordens entstanden, wodurch sich Fragen im Zusammenhang mit der relativ unkritischen Übernahme des Begriffs in den Entwicklungsländern ergeben. Anhand von in Argentinien durchgeführten Originalstudien wird in diesem Beitrag nachgewiesen, dass die vom neuen Ansatz befürworteten politischen Grundsätze im Süden ohne eine kontextsensitive Industriepolitik und solide Makroökonomie zum Scheitern verurteilt sind. Sin embargo, la noción de ‘espacialidad’ ha surgido esencialmente desde economías industrializadas del norte, lo que genera dudas sobre la forma acrítica en la cual el nuevo enfoque está siendo adoptado en países en desarrollo. Basado en una investigación original realizada en la Argentina, el artículo demuestra que sin una política industrial sensible al contexto y una sólida macroeconomía, los principios propuestos por el nuevo enfoque están, en el Sur, condenados al fracaso.
