Abstract

The paper considers how European Union evaluation requirements have been used in North Rhine-Westphalia (NRW), Germany, as a catalyst for changing programmes and management systems at different stages in the policy life cycle. The experience of NRW indicates the potential of evaluation for initiating a learning process in regional economic development that involves a wider range of partners and stakeholders. Interregional benchmarking on evaluation issues, as used between NRW and Scotland, UK, has the potential to provide an additional dimension of self-assessment and policy learning, but it needs to be used with caution. La construction de 'benchmarks' regionaux sur des questions d'evaluation, du type employe pour la NRW et l'Ecosse, pourrait donner une nouvelle dimension a l'auto-evaluation et a l'apprentissage de politique, mais il faut l'employer avec prudence. Dieser Aufsatz betrachtet eingehend, inwieweit Evaluierungsanforderungen der Europaischen Union in Nordrhein-Westfalen (NRW) in verschiedenen Stadien des Politikzyklusses als Katalysator fur wechselnde Programme und Managementsysteme benutzt worden sind. Die in NRW gemachte Erfahrung zeigt, dass das Potential der Evaluierung der Einleitung eines Lernprozesses in regionalwirtschaftlicher Entwicklung dient, das eine breite Palette von Partnern und Teilhabern miteinbezieht. Interregionale Benchmarks fur Evaluierungsfragen, wie sie in NRW und Schottland gebrauchlich sind, enthalten das Potential, eine zusatzliche Dimension der Selbstevaluierung und des Policy-learnings einzuleiten, mussen jedoch mit Vorsicht gehandhabt werden. En este articulo consideramos en que medida los requisitos de evaluacion de la Union Europea han servido de catalizador en Renania Septentrional-Westfalia para cambiar los programas y los sistemas de gestion en las diferentes fases de los procesos de la politica. La experiencia de Renania Septentrional-Westfalia indica que la evaluacion puede iniciar un proceso de aprendizaje en el desarrollo economico regional con una mayor participacion de socios y grupos de interes. El liston comparativo interregional sobre cuestiones de evaluacion, tal como se ha utilizado para comparar Renania Septentrional-Westfalia con Escocia, cuenta con el potencial de ofrecer otra dimension de autovaloracion y aprendizaje de politicas pero debe utilizarse con precaucion.
