Abstract

This paper examines the emergence of local accountability as a key concern in the emergent tier of local governance in England, focusing on the case of Training and Enterprise Councils (TE Cs). Using a survey of TEC chief executives, and five detailed case studies, the research revealed a broad agreement among stakeholders that many TECs had improved their relationships with stakeholders over time, by operating more sensitively and broadening consultation. Nonetheless, it was also widely held that the national model on which TECs were established, and the increased importance being placed on national mechanisms of managerial accountability, severely limited the ability of TECs to develop a meaningful framework for local accountability. In this, TECs exhibit problems afflicting many if not all local quangos. Some specific examples of interesting and sometimes successful approaches to improving local communication and consultation are highlighted by the research, but nonetheless their impact on the operations of TECs to date has often been marginal, with many stakeholders seeing them as more of an exercise in public relations rather than public accountability. Cet article cherche a examiner la naissance de la responsabilite locale comme principal souci au niveau naissant du gouvernement local en Angleterre, portant sur le cas des Training and Enterprise Councils (TEC), commissions chargees de la formation et de l'entreprise. A partir d'une enquete menee aupres de des directeurs generaux des TEC, et de cinq cas d'etude detailles, la recherche a laisse voir que les parrains se sont mis plus ou moins d'accord que sur le temps les TEC avaient ameliore leurs rapports avec leurs parrains en fonctionnant avec plus de sensibilite et en etendant la consultation. Neanmoins, il est largement admis que le modele national a partir duquel les TE C ont ete etablis, et l'importance accrue attachee aux mecanismes nationaux de responsabilite en matiere de gestion, limitent serieusement la capacite des TEC a developper un cadre positif qui se prete bien a la responsabilite locale. Dans ce cadre, les TE C manifestent tous les problemes qui touchent beaucoup des organismes autonomes d'Etat, sinon la totalite. Quelques exemples particuliers des facons interessantes et parfois reussies d'ameliorer la communication et la consultation locales se voient souligner par la recherche, mais toujours est-il que leur impact sur le fonctionnement des TEC jusqu'a maintenant a souvent ete marginal, beaucoup des parrains les considerant plutot comme une operation de relations publiques que de responsabilite publique. Dieser Aufsatz untersucht die Frage der Verantwortlichkeit fur ihren Heimatort als eine Sache, welche die sich allmahlich in englischen Ortsbehorden etablierenden Ausbildungs - und Unternehmensberatungsstellen (TECs) vorrangig beschaftigt. Mit Hilfe einer Untersuchung aller leitenden Angestellten der TECs und funf ins Einzelne gehenden Fallstudien wurde aufgezeigt, dass unter den Aktionaren weitgehend Ubereinstimmung herrschte, dass viele TECs im Laufe der Zeit ihre Beziehungen verbessert hatten, indem sie sensitiver vorgingen und ihre Beratungen auf eine breitere Basis stellten. Nichtsdestoweniger war man weithin der Ansicht, dass das Landesmodell, dem die TECs bei ihrer Einrichtung folgten, und die zunehmende Bedeutung, die landesweit praktizierten Mechanismen der Verantwortung leitender Angestellter zugeschoben wird, ernsthaft die Fahigkeit der TECs beschrankte, eine sinnvolle Grundstruktur fur Verantwortlichkeit am Orte zu entwickeln. Hierbei zeigen TECs Probleme auf, die viele, wenn nicht alle, ortsgebundenen halboffentlichen Verwaltungseinrichtungen plagen. Ein paar spezifische Beispiele interessanter und zuweilen erfolgreicher Vesuche, Verstandigung und Beratung auf Ortsebene zu verbessern, werden von der Forschung herausgehoben, aber ihre Auswirkung auf die Arbeit der TECs ist bisher trotzdem geringfugig geblieben, und viele Aktionare betrachten sie mehr als Exerzitien in Offentlichkeitsarbeit denn Verantwortlichkeit der Offentlichkeit gegenuber.
