Abstract
Under what conditions are international election observers more likely to improve election quality? Existing research has resulted in mixed findings about the effects of international observers on election quality. This study addresses a gap in the current literature by considering the role of domestic counterparts in election monitoring. By drawing on the insight that election monitoring shares common features with the naming and shaming strategies employed by transnational advocacy networks (TANs), I argue that compared to international observers alone, the presence of both international and domestic election monitors will be associated with increased overall election quality and decreased election fraud. Using a dataset of parliamentary and presidential elections in 110 countries from 1989 to 2015, I find support for the hypotheses. Specifically, my findings indicate that the presence of both international and domestic observers is associated with a reduction in both blatant and covert forms of election fraud, whereas the presence of only international observers is not associated with decreased election fraud. The findings provide insight into the mechanism by which international observers have effects on election quality and suggest broader implications on how international factors interact with and influence domestic politics.À quelles conditions les observateurs électoraux internationaux ont-ils le plus de chances d’améliorer la qualité des élections ? La recherche existante a donné lieu à des conclusions contradictoires quant aux effets des observateurs internationaux sur la qualité des élections. Cette étude vient combler une lacune de la littérature actuelle en envisageant le rôle de leurs homologues nationaux dans le contrôle des élections. En me fondant sur le fait que le contrôle des élections a des caractéristiques communes avec les stratégies de dénonciation et d’humiliation employées par les réseaux de plaidoyers transnationaux (RPT), j’affirme que par rapport à la seule présence d’observateurs internationaux, celle de contrôleurs internationaux et nationaux sera associée à une augmentation de la qualité globale des élections et à une diminution de la fraude électorale. À l’aide d’un ensemble de données sur les élections parlementaires et présidentielles dans 110 pays de 1989 à 2015, je trouve des éléments qui viennent étayer ces hypothèses. Plus précisément, mes conclusions indiquent que la présence d’observateurs internationaux comme nationaux est associée à une réduction des formes flagrantes et dissimulées de fraude électorale, tandis que la seule présence d’observateurs internationaux n’est pas associée à une diminution de celle-ci. Les conclusions nous renseignent sur le mécanisme grâce auquel les observateurs internationaux ont un effet sur la qualité des élections et évoquent des implications plus vastes quant à la façon dont les facteurs internationaux interagissent avec et influencent la politique nationale.
