Quantifying women’s rights naming and shaming: A novel text-as-data approach

Abstract

This research note introduces a novel methodology for quantifying naming and shaming practices in the context of women’s rights, utilizing a corpus of 10,760 human rights reports from the US State Department and Amnesty International. By applying latent semantic scaling, a semi-supervised text analysis technique, we develop a cross-national metric to assess the intensity of naming and shaming on women’s rights. The approach aims to complement existing measurement by focusing on the shaming actions of prominent international human rights players. Our illustrative analysis shows that naming and shaming can influence women’s rights differently across various regime types, showing notable effectiveness in autocratic regimes, particularly in personalist ones. This contribution significantly advances methodological capabilities in human rights research, opening up new possibilities for quantitatively assessing the influence of international advocacy on women’s rights.
