Abstract

Zusammenfassung Die intelligenten Spezialisierungsstrategien (RIS3) der EU sollen dazu dienen, wirtschaftliche Stärken von Regionen auszubauen, ihre Innovationsbasis zu stärken und Zukunftsbranchen zu entwickeln. Um regionale Disparitäten auszugleichen, kann diese Strategie aber nur eines von vielen Instrumenten sein. Andere Instrumente der EU fördern die Kohäsion durch Modernisierungen im Verkehr, gemeinsame Agrarpolitik und Unternehmensförderung. Die RIS3 versuchen hingegen, Potenziale endogenen Wachstums zu erhöhen, um Kohäsion zu fördern. Im Sinne einer Kohäsionspolitik müssen die Regionen bereits bei der Strategiebildung der RIS3 stärker zusammenarbeiten.
