Ein Grundeinkommen für Kinder
[A Basic Income Guarantee for Children in Germany]

Abstract

Zusammenfassung Kinder sind in Deutschland überproportional von Armut bedroht und Familien sind trotz der guten wirtschaftlichen Lage zunehmend auf Leistungen des SGB II angewiesen. Die Bundesregierung möchte den Kinderzuschlag zu einer Grundsicherung ausbauen und den Transferentzug bei Hinzuverdienst reduzieren, was jedoch bei gegebenem Kindergeld die höhere Grenzbelastung in mittlere Einkommen verlagert. Um dieses Dilemma aufzulösen, wird eine einkommensunabhängige Auszahlung des Kinderzuschlags bzw. Kindergelderhöhung auf rund 400 Euro zur Sicherung des sächlichen Existenzminimums vorgeschlagen. Damit würde die Belastung von Familien aller Einkommensklassen sinken, insbesondere im Bereich oberhalb des Kinderzuschlags und vor Wirkung des Kinderfreibetrags. Zudem entfiele ein erheblicher Verwaltungsaufwand. Auf verteilungspolitische, arbeitsmarktpolitische und finanzpolitische Effekte wird hingewiesen.
