Abstract

Zusammenfassung Die Weltfunkkonferenz 2023 wird die Verwendung von ultrahohen Frequenzen im Bereich 470 bis 694 MHz ab 2031 erörtern. In Deutschland setzen sich Betreibende von 1. Rundfunk- und Kultur-, 2. öffentlichen Mobilfunk- sowie 3. Sicherheits-, Katastrophen- und Landesverteidigungsdiensten dafür ein, dass dieses Funkspektrum vor- oder gleichrangig ihren Anwendungen gewidmet wird. Es werden Argumente für und gegen eine primäre Zuordnung der Frequenzen auf die drei Dienstklassen bilanziert. Die Analyse legt nahe, eine kooperative Nutzung des Spektrums für mehrere Dienstklassen bzw. durch verschiedene Bedarfsträger in einem von der Europäischen Union gesetzten Rahmen anzustreben.
