In the period 2007-2013 the economy of Galicia and Spain experienced a decrease in production and employment followed by a slight recovery in the period 2014-2017. This recovery is welcome but not sufficient to boost economic development, because industrial production per inhabitant is not experiencing the necessary convergence towards more advanced regions and countries. In order to boost the simultaneous growth of real per capita income and the level of employment, Galicia and Spain need a significant increase in the real income produced in the industrial sectors. In this report we highlight the role of tourism industry and human capital in regional development. In the period 1996-2008, Galicia experienced a significant increase in industrial per capita income, until it reached convergence with the Spanish average, but has experienced a stagnation, such as the whole of Spain, in the period 2008-2015, far from the Levels of Spanish and European regions of higher level of industrial development.
