Abstract

In the recent years, mankind has actually formed a concept of development - that including the economic one - up to 2030. As the base model adopted was the sustainable development, as the new type of economy - the economy with clear environmental priorities. At the heart of these provisions are the decisions of the UN conferences, associated with the adoption of sustainable development goals (SDGs) (2015), the approval of a new plan to combat global climate change (2015), the implementation of the green economy model as the basis for the transition to sustainable development (2012). The article analyzes the UN Millennium Development Goals, which are the precursors of the SDGs, showing the possibility of their adaptation and use in Russia.The authors argue that to overcome the crisis and to implement the long-term problems in Russia the priority objectives should be the following: the transition to sustainable development; the change of raw materials export model to a model with a «green» features; the development of human capital. За последние годы человечество фактически сформировало концепцию своего развития - и в том числе экономическую - до 2030 г. В качестве базовой модели принято устойчивое развитие, в качестве нового типа экономики - экономика с явными экологическими приоритетами. В основе этих положений лежат решения конференций ООН, связанные с принятием целей устойчивого развития (ЦУР) (2015), утверждением нового плана борьбы с глобальным изменением климата (2015), имплементацией модели «зеленой экономики» как основы перехода к устойчивому развитию (2012). В статье анализируются цели развития тысячелетия ООН, которые являются предшественниками ЦУР, показываются возможности их адаптации и применения в России.Авторы доказывают, что для выхода из кризиса и реализации долгосрочных задач для России приоритетными целями должны быть: переход к устойчивому развитию; смена экспортно-сырьевой модели на модель с «зелеными» чертами; развитие человеческого капитала.
