Моделирование условий траектории «устойчивого развития» с учетом платежей за землю. Modelling of conditions of the trajectory of "sustainable development" taking into account payments for land

Abstract

Анализируются условия и факторы устойчивого развития экономики в долгосрочной перспективе при согласовании экономических, социальных и экологических аспектов. Представлен механизм расчета дифференциальной ренты с учетом российской специфики – региональной дифференциации, на основе чего предложен алгоритм вычисления компенсационных платежей компаний. Для моделирования задачи устойчивого развития были внесены экологические компоненты (дифференциальная рента) в задачу оптимизации Dale W. Jorgenson, что позволило предложить алгоритм оценки оптимального уровня затрат на капитал, землю, человеческий капитал и энергию. This article analyzes the conditions and factors of sustainable development of economy in the long term with the concurrence of economic, social and environmental aspects. In research mechanism for calculating the differential rent is presented, with taking into account Russian specific features - regional differentiation that allows to propose algorithm for calculating compensation payments companies. To simulate the challenges of sustainable development environmental components (based on differential rent) were added in the optimization problem first offered Dale W.Jorgenson (MTI), which ultimately allow to propose an algorithm for estimating the optimal level of cost of capital, land, human capital and energy.
