Институализация мультисубъектной промышленной политики в регионах России // Institutionalization of the Multi-Agent Industrial Policy in Russian Regions

Abstract

The paper deals with development problems of formal institutions for the cooperation between parties of the industrial policy. The dominance of the state in this sphere carries higher risks because of the weak institutionalization of interrelations between government authorities, business and society. The development vector in this area is formed by the transition from the state industrial policy to the multi-agent policy that takes into account the interests of all parties in furtherance of the common goal - boosting the economic growth through the development of the industry. The research was focused on relationships and respective governing rules arising in the formation of industrial policies in regions with a significant manufacturing potential. The regional mechanisms for coordination of interests of industrial policy entities are studied. The structural analysis of regional statistics and the comparison method were used to assess the impact of regional industrial policy laws on the assessment of the dynamic and structural parameters of the economic growth, welfare and employment. The results obtained can be used as the basis for the development of measures aiming to increase the entity-to-entity cooperation in the formation of the regional industrial policy. Статья посвящена проблемам развития формальных институтов взаимодействия субъектов промышленной политики. Доминирование государства в этой сфере несет повышенные риски в условиях слабой институализации взаимоотношений органов власти, бизнеса и общества. Актуальным вектором развития в этой области становится переход от государственной промышленной политики к мультисубъектной, обеспечивающей учет интересов заинтересованных сторон в русле общей цели - активизации экономического роста за счет развития промышленности. Предметом исследования стали отношения и регламентирующие их нормы, возникающие при формировании промышленной политики в регионах, имеющих значительный потенциал в обрабатывающей промышленности. Исследованы региональные механизмы согласования интересов субъектов промышленной политики. Структурный анализ региональной статистики и метод сопоставления использованы для оценки влияния законов о промышленной политике в регионах на оценку динамических и структурных параметров экономического роста, уровни благосостояния и занятости населения. Полученные результаты могут быть использованы как основа для разработки мер по активизации межсубъектного взаимодействия при формировании региональной промышленной политики.
