Об Эффективности Использования Бюджетных Средств В Российской Науке

Abstract

Рассматривается действующая в России система распределения бюджетных средств на гражданскую науку. Анализируются структура бюджета, особенности отражения затрат на НИОКР в функциональной бюджетной классификации, динамика основных характеристик бюджетного финансирования науки. Выявляются факторы, действие которых приводит к неэффективному расходованию бюджетных средств. Сформулированы предложения по повышению эффективности использования бюджетных ассигнований на науку.
