Abstract

The economic system of self-regulation process occurs when the potential of state enterprises (human capital) is used with a strategy that does not reflect the real economic processes. The resulting error (crisis) in achieving pre erroneous goal, which is the reverse signal input changes in the strategy of using human development. If a person makes a decision, which is associated with the intervention in economic processes, late on choosing the right solution, then the facility continues to generate economic uncertainty, leading to a decrease in the quality of production and sale of goods and services. As a result, the value of EVA decreases both production and human capital. If we consider the socio-economic system as a process of existence and the passage of capital from one form to another, the effectiveness of these operations is associated directly with the efficiency of operational, financial, intellectual activities and decisions. As a result of the socio-economic system can be built on the laws regulating intellectual performance. The effectiveness of the production system measured the effect of economic instruments (including the effect of intellectual capital) and the rate of change of attitude information capital strategy to intellectual capital strategy. Economic growth economic system with its means of production and labor equivalent depends on intellectual capital strategy and its relation to information capital strategy. This process is a functional implementation of the intellectual, information capital strategies in the structure of capital flows. It has the possibility of integrating these systems into a single smart space (the euro -zone, etc).
