Abstract

A comprehensive analysis of interterritorial redistribution of tax revenues methods was undertaken, benefits and drawbacks of existing methods the fiscal capacity and expenditure needs of local budgets estimation were defined, the principles of intergovernmental transfers and the criteria for allocation of expenditure responsibilities were developed.
