Конкурентна Я Политика : Состав, Структура, Система 1

Abstract

В статье определены основные составляющие конкурентной политики - защитная и ак- тивная конкурентная политика, а также адвокатирование конкуренции. В составе защитной конкурентной политики объяснено содержание таких составляющих, как «жесткое ядро антитраста» и пресечение недобросовестной конкуренции. В составе активной конку- рентной политики рассмотрены такие направления, как развитие конкуренции в отраслях с естественно-монопольным компонентом, определение правил конкуренции на рынках, где покупателем является государство, снижение избыточных барьеров входа (выхода). Пред- ставлены варианты соотношения и взаимосвязи между инструментами защитной и активной конкурентной политики с учетом различий между «жесткой» и «мягкой силой».
