Оценка Индивидуального Спроса На Табачную Продукцию В России

Abstract

В статье рассматриваются возможности снижения потребления табачной продукции в России за счет увеличения цен на сигареты. Для этого исследуются характер спроса российских курильщиков и эластичность спроса на сигареты в рамках моделей «близорукой» и рациональной аддиктивности. Проведенный на основе панельных данных РМЭЗ (1994-2006) анализ поведения курильщиков выявил рациональный характер аддиктивности. Он выражается в том, что курильщики оценивают будущие изменения цен на сигареты в сопоставлении с располагаемыми среднедушевыми доходами и корректируют потребление сигарет в соответствии с их будущей доступностью. Это позволяет воздействовать на потребление сигарет, формируя ожидания роста цен. Однако воздействие на спрос ограничено низкими значениями эластичности и возможностью перехода курильщиков на более дешевые сигареты.
