Abstract

On start of integration into the European Research Area Central European countries faced numerous challenges related to the legacy of previous governance systems and a lack of focus on developing S&T. It was supposed that the association of these countries with the European Framework Programmes for RTD (FPs) could contribute to internal reforms provided that local scientific communities are proactive. However 15 years after the first full association the level of participation of the EU13 in FPs is still low. The paper considers the reasons for the current state of affairs and proposes steps towards a way out.
