Studying Policy Implementation

Abstract

The conceptualframework presented in this article is intended to be used as a tool to guide the researcher toward identification of the variables that should be included in a study of policy implementation. The concepts presented are, of necessity, quite broad to permit their application across a wide range of policies and agencies. The framework focuses on two main types of concepts: those from which variables can be developed that measure the "amount" or "degree" of implementation and those that can be used to identify the as pects of a policy that need to be incorporated in the study of implementation.
