The Advocate, the Auditor, and the Program Manager

Abstract

Many decisions in administering human service programs, as well as other govern ment programs, involve value conflicts that often go unrecognized. This article uses statistical decision theory to analyze the disparate decision frameworks brought into the decision-making process by major participants. Using data collected to analyze the needs of the elderly, it illustrates the consequences for programs of different decision frameworks.
