Abstract

This paper describes the improvements made to the framework and allocation equations of an operational Lowry model and related aggregate models, describes the concepts used in the data management and development of the computer programs, and outlines the use and, of equal importance, the limitations of the technique.for strategic land use planning. Some preliminary results of the early testing of the model are discussed but the detailed development and testing will be described in subsequent papers.
