Régulation, verrous technologiques et transition écologique : le cas des formaldéhydes

Abstract

La transition vers l’usage de ressources renouvelables en remplacement du pétrole met en jeu des régimes de production dans lesquels des acteurs cherchent à utiliser la contestation de certains produits chimiques dangereux comme opportunité de développement. Nous proposons d’étudier le cas des formaldéhydes, un produit historique de la chimie présent massivement dans les résines et adhésifs. Nous discutons alors l’approche évolutionniste des innovations environnementales, à partir de l’idée selon laquelle celles-ci n’émergent pas pour raisons normatives, mais à partir de jeux d’acteurs en longue période. En utilisant un point de vue régulationniste insistant sur l’historicité des régimes de production de connaissances et d’activités économiques, on restitue alors des dynamiques de longue période, qui ne modifient pas substantiellement les façons de produire, malgré les substitutions de matières premières.
