Improvement of inter-budgetary relations in Russia

Abstract

This article discusses steps to improve inter-budgetary relations in the Russian Federation. The subject of research are the mechanisms and instruments of the horizontal and vertical alignment of financial security in the regions of the Russian Federation. The object of study - the process of state regulation in Russia through inter-budgetary relations. Measures to improve the inter-budgetary relations, proposed by the author, are aimed at improving the efficiency of budget spending regions, increasing their interest in the development of its own tax base. The paper proposed a phased ways to evaluate the effectiveness of using the budget allocated to one in favor of another intergovernmental transfers that reduce the level of corruption in this sphere and increase the efficiency of the State.
