Integrated assessment of the conditions of settlement households and dwellings

Abstract

We propose and justify a system and indicators, which makes it possible to characterize the housing problem, to monitor the dynamics of its decision, to identify factors that contribute to achievement of certain results, taking into account both the living conditions of households, and of residential premises. The theoretical framework, methodology and algorithms to observe the living conditions of households and housing settlement. Their use allows to obtain timely, complete, objective and integrated information on housing provision of households depending on their size and the intensity of use of residential premises (depending on their capacity), which is necessary for realization of the state housing policy. Using the results of monitoring allows to develop effective managerial decisions aimed at the rational use of available resources in the community and especially the budget funds.
