Qui Prodest? (Unintended consequences of the project on trade law)

Abstract

In July 2009 the Russian Government submitted to the State Duma a draft law "On the basis state regulation of commercial activities in the Russian Federation", providing a variety of restrictions on the freedom of enterprise and freedom of contract. The bill prohibits the trading networks of suppliers to charge "welcome bonus" (slotting fees), use the "too long" delay of payment, as well as to build and acquire retail premises in the municipalities where their market share was 25%.
