Stakeholder-Related Factors Facilitating the Success of the Halal Food Control System: A Systematic Review in the Malaysian Context

Abstract

The halal food control system in Malaysia involves multiple stakeholders whose roles are critical in ensuring food complies with Islamic dietary laws. However, challenges such as fragmented coordination, inconsistent implementation, and limited stakeholder integration hinder its effectiveness. This review aims to identify and analyze stakeholder-related factors that facilitate the success of the halal food control system in Malaysia. This study adopts a systematic literature review approach by identifying relevant publications from 2018 to 2023 across major academic databases. Articles were filtered based on titles, abstracts, and relevance to stakeholder-related factors. A total of 938 articles were reviewed to construct a thematic discussion. This paper identifies six main stakeholder-related factors that may facilitate the success of Malaysia's halal food control system: halal knowledge, assurance factors, organizational environmental factors, management and strategies, technology and tools, as well as consumer feedback and handling. This paper contributes new knowledge by synthesizing fragmented literature into a comprehensive thematic framework grounded in stakeholder theory. It offers theoretical insights and serves as a reference for researchers, policymakers, and halal industry players seeking to understand and strengthen stakeholder roles in halal governance. The findings provide practical guidance for improving policy, governance, and strategic collaboration in halal food control. However, the review is limited to the food sector and relies solely on secondary data. Future research needs to expand beyond the perspectives discussed in the paper to other halal industries, involve comparison across countries, time span, and different databases.
