Abstract
Implemented in different countries at different periods of time, with different intensity and performance, achieving the goals set and accompanied by failures, assumed the character of a comprehensive government policy or implemented within individual programs, import substitution still plays a crucial role in the development of each country interested in improving competitiveness its economy, a breakthrough in high-tech markets and the production of goods demanded by the world community. Diagnostics of the presence of import substitution processes in the economy of 23 countries in Europe, Asia, America, Africa was performed using the method of analytical leveling, which allowed us to econometricly substantiate the identified trends of these processes. The result of the study was the identification of countries in which there is an objective need for import substitution, and countries in which real import substitution processes are taking place and relevant government policies are being implemented, as well as identification of related problems and constraints. The key result was the definition of the place and role of Russia in the world processes of import substitution. Identified priority measures needed to improve the efficiency of the state policy of import substitution in Russia at the present stage.
