Polityka mieszkaniowa i rynek mieszkaniowy w Polsce - gospodarstwa domowe w czasie pandemii COVID-19

Abstract

W artykule zostały przedstawione możliwości wpływu polityki mieszkaniowej oraz rynku mieszkaniowego na sytuację gospodarstw domowych w czasie COVID-19. Możliwości te określono jako stosunkowo niewielkie i łączące się z co najmniej czterema poziomami ograniczeń o bardzo różnym poziomie ogólności oraz zasięgu i charakterze oddziaływania. Ograniczenia te dotyczą: paradygmatu rynkowego wzrostu ekonomicznego, polityki mieszkaniowej rozumianej w ścisłym sensie, usytuowania gospodarstw domowych w złożonych zależnościach społeczno-gospodarczych oraz procesu inwestycyjno-budowlanego. Przyjęto, że przy wskazanych ograniczeniach wprowadzone w Polsce w latach 2020 i 2021 zmiany w polityce mieszkaniowej i możliwe reakcje na nie rynku mogą być rozpatrywane jedynie w kategoriach prawdopodobnego wpływu na gospodarstwa domowe w niewiadomym czasie odziaływania pandemii. Reakcje rynku zilustrowano wybranymi wielkościami strumieniowymi dotyczącymi liczby i struktury inwestorskiej rozpoczynanego budownictwa mieszkaniowego po 2019 r. Artykuł ma na celu zasygnalizowanie i zilustrowanie dostępnymi danymi nieefektywności bieżącej polityki i mechanizmów rynku mieszkaniowego w Polsce. Metoda badawcza bazuje na kwerendzie, analizie i ocenie bieżących informacji pochodzących z dostępnych źródeł.
