Abstract

O presente estudo analisou o impacto da implementação dos Núcleos de Apoio à Saúde da Família (NASF) sobre as taxas de Internações por Condições Sensíveis à Atenção Primária (ICSAP) nos municípios brasileiros, no período compreendido entre 2007 e 2019. Para lidar com a natureza escalonada da adesão ao programa, a metodologia baseou-se na estimação de modelos de Diferenças em Diferenças (Diff-in-Diff) combinados com o Pareamento por Escore de Propensão (Propensity Score Matching - PSM), utilizando dados provenientes do DATASUS. Os resultados,validados por testes de robustez, indicaram que a presença do programa esteve associada a uma redução significativa nas internações evitáveis. Concluiu-se que o modelo de gestão e apoio matricial fortaleceu a resolutividade da atenção primária, contribuindo para a eficiência do sistema de saúde e para amitigação de hospitalizações por causas passíveis de prevenção no âmbito da atenção básica. This study evaluated the impact of the Family Health Support Centers (NASF) on hospital admissions for Conditions Sensitive to rimary Care (ICSAP) in Brazil between 2007 and 2019. To this end, Difference-in-Differences (Diff in-Diff) and Propensity Score Matching (PSM) regression models were estimated using DATASUS data, and the results were validated through robustness tests. The findings indicated that the municipalities’ gradual adoption of NASF was associated with a significant reduction in ICSAP admission rates, which is consistent with the impact of the NASF management model on improving primary care and preventing avoidable hospitalizations.
