Programa saúde toda vida do estado de Sergipe: uma análise contrafactual (2007-2012)

Abstract

Este trabalho objetiva avaliar alguns resultados do Programa Saúde Toda Vida, aplicado no estado de Sergipe entre os anos de 2007 e 2012, em especial seu impacto sobre os indicadores de taxa de mortalidade infantil, percentual de óbitos mal definidos e taxa de internação hospitalar ligada à atenção básica. Para tanto, apresenta-se uma breve revisão da literatura acerca da ótica da Economia da Saúde e da análise gerencial, além de uma breve descrição do Programa Saúde Toda Vida. A estratégia empírica adotada envolve a elaboração de um contrafatual através de um controle sintético, desenvolvida por Abadie, Diamond e Hainmueller (2010). Os resultados indicam que o Programa Saúde Toda Vida teve desempenho expressivo na redução da taxa de internações hospitalares ligadas à atenção básica quando comparado ao seu controle sintético.
