La importancia de incorporar medidas de uso de tiempo a la elaboración de políticas públicas en Chile

Abstract

El presente artículo busca explorar la importancia de incorporar medidas de uso de tiempo y pobreza de tiempo a la elaboración de políticas públicas orientadas a personas en situación de pobreza en Chile. En particular, se analiza el uso de tiempo desde el punto de vista del género, y se evidencia cómo la división sexual del trabajo determina la existencia de una inequidad en el uso de tiempo remunerado y no remunerado entre hombres y mujeres. Existe una brecha de género que puede ser profundizada cuando las políticas de protección social no consideran los usos de tiempo de hombres y mujeres (Gammage y Orozco 2008). Para calcular la pobreza de tiempo en Chile, se utilizó un indicador de pobreza de ingresos ajustada a los déficits de tiempo de la población llamado LIMTIP, para lo cual se elaboró una base de datos sintética a partir de la Encuesta de Caracterización Socioeconómica (Casen) 2015 y la Encuesta Nacional de Uso del Tiempo (ENUT) 2015 utilizando matching estadístico. Los resultados encontrados, indican que las mujeres se encuentran desfavorecidas desde el punto de vista de la pobreza del tiempo, independiente de su condición laboral.
