Country Matters: Country Risk Measurement by Causal Pathways - La valutazione del rischio paese attraverso percorsi causali

Abstract

The fundamental aim of this paper is to propose a new measurement system to assess country risk, which should evade the inadequacies of measures presently in use. It succinctly presents the entire Kanji-Chopra Country Risk Measurement System (KCCRMS) that is both generic as well as specific in nature. KCCRMS is developed by using causal modelling approach, based on systems thinking and structural equation modelling, to construct conceptual model, operational model, latent variable structural model and measurement model in order to drive the country risk measure within certain boundaries of the overall international system pertaining to a country. It tackles simultaneously four distinct problems faced in the measurement of multivariate country risk. The concept of country risk in the index is holistic, multidimensional and multidisciplinary. For the purpose of the practical use of the measure, country risk measurement software based on Partial Least Squares method has been designed to calculate and analyse the causal pathways, dimensional decomposition and construction of overall country risk index from the collected information for the ratings of countries in terms of country risk. - Lo scopo fondamentale di questo lavoro è proporre un nuovo sistema di valutazione del rischio paese in grado di superare le inadeguatezze presenti nei modelli attualmente in uso. Sinteticamente si propone il Kanji-Chopra Country Risk Measurment System (KCCRMS) che presenta sia una valutazione generale sia possibilità di utilizzo specifiche. Esso si sviluppa tramite un approccio causale di natura sistematica e su una modellizzazione ad equazioni strutturali al fine di costruire un modello concettuale, operativo, a variabili latenti, per guidare la valutazione del rischio paese entro i vincoli posti dai sistemi di valutazione internazionali. Vengono affrontati contemporaneamente quattro tipi di problemi che generalmente si incontrano nella misurazione del rischio multivariato. Il concetto di rischio paese in questo sistema è, infatti, di tipo olistico, multidimensionale e multidisciplinare. Allo scopo di rendere praticabile il suo utilizzo, è stato creato un software basato sul metodo dei minimi quadrati parziali, in grado di calcolare e analizzare percorsi causali, scomposizioni dimensionali e ricostruzioni di indici di rischio attraverso le informazioni raccolte a tal fine.
