Abstract

Network governance has become an essential paradigm in recent reform efforts; inter-sectoral collaboration is the key theme of such initiatives. As part of the developing world, the Government of Bangladesh is taking initiatives to prepare its civil service competent to meet the challenges of a welfare state for a sustainable society. Bearing this in the account, this study focuses on the current reform program in public sector organizations initiated by the government. This study's core objective is to understand organizational culture's phenomenon that influences organizational learning and innovation from the viewpoint of experienced civil servants who have gone through the change process and become active implementers of knowledge and innovation in their organization to meet the desired change situation.
