Instrumentos económicos para la gestión ambiental: decisiones monocriteriales versus decisiones multicriteriales

    El análisis de temas complejos como la sostenibilidad, de naturaleza multidimensional, requiere instrumentos analíticos que capten las distintas dimensiones del problema, incluyendo las cosmovisiones e intereses de los actores involucrados, no siempre coincidentes. Este trabajo muestra que la mayoría de instrumentos económicos, usados para la gestión ambiental no recogen esa complejidad, son monocriteriales y, por tanto, no son instrumentos adecuados para la toma de decisiones; aunque muchos de esos instrumentos pueden apoyar la conservación y uso sostenible de los recursos. Como opción se destaca el uso del análisis multicriterial, como una herramienta adecuada de decisión sobre problemas que incluyen conflictos sociales, económicos y objetivos de conservación del medio ambiente, con una pluralidad de escalas de medición (físicas, monetarias, cualitativas, etc.). En este caso, cuenta más el proceso de toma de decisiones, que el resultado mismo y no se persigue una "solución óptima", sino una "solución de compromiso" entre los distintos actores involucrados. Finalmente se muestra el funcionamiento del análisis multicriterial, aplicándolo en el análisis del manejo forestal de Ecuador en distintos períodos.
