Subvenciones Al Coste Laboral En Las Corporaciones Locales Y Empleo

Abstract

En este trabajo se lleva a cabo una evaluación de la efectividad de una política activa de empleo implementada a nivel regional. Ésta consiste en subvencionar el coste laboral de contratos suscritos por las corporaciones locales con desempleados para la realización de trabajos con un interés público o social. El programa combina aspectos de creación directa de empleo público y de formación en el trabajo. Para realizar el análisis se han utilizado datos administrativos del Instituto Aragonés de Empleo para el periodo que abarca los años 2005 a 2010. Los resultados de la aplicación de métodos de estimación por emparejamiento muestran un efecto positivo en la probabilidad de empleo una vez finalizado el contrato subvencionado para aquellos participantes en el programa. Este efecto es especialmente relevante a medio plazo y se ha intensificado con el advenimiento de la reciente crisis económica. También se encuentra una incidencia positiva, aunque de menor magnitud, del programa en términos de tiempo en el empleo.
