Desarrollo territorial equitativo y sostenible: tasas de descuento particularizadas territorialmente en la evaluación de proyectos de infraestructura con efectos intergeneracionales

Abstract

En este trabajo se estudian posibilidades para conseguir un desarrollo territorial equitativo y sostenible, según el enunciado del Principio de Desarrollo Sostenible Brundtland (PDS-B), en la materialización de proyectos de inversión real con efectos ambientales a largo plazo que afectan a las generaciones futuras, como es el caso de los proyectos de infraestructuras. Para conseguir ese objetivo se establecen unos nuevos conceptos aplicables al análisis económico de esos proyectos y se configuran, a través de indicadores macroeconómicos, unas tasas de descuento ambiental para diversos países agrupados según el grado de riqueza que establece el Banco Mundial. Se comparan las tasas de descuento obtenidas con otras tasas propuestas en algunos países. Finalmente se comenta el trabajo realizado, mostrando características, puntos críticos, restricciones en su aplicación y aspectos susceptibles de investigaciones complementarias
