El principio de precaución y el derecho humano al acceso al agua. El caso de la exploración y explotación de gas shale en Tamaulipas

Abstract

La identificación de reservas de gas shale en el Estado de Tamaulipas y la apertura de la industria petrolera en el México, a través de la Reforma Energética, hacen posible la exploración y explotación de este tipo de gas. Sin embargo, su extracción requiere de la técnica del fracking la cual es considerada altamente contaminante, siendo el recurso agua uno de los principales afectado al requerirse grandes volúmenes de agua para su aplicación, poniendo en riesgo la calidad y disponibilidad del agua para la población y los ecosistemas. Por lo cual, se considera necesario la aplicación del principio de precaución a esta actividad industrial debido a que atenta contra el derecho humano al acceso al agua.
