Vivienda vacía e intervención pública en la Comunidad Autónoma del País Vasco en el contexto europeo

Abstract

En plena crisis económica e inmobiliaria, el denominado problema de la vivienda, lejos de parecer encauzarse sigue vigente. De este modo, en la Comunidad Autónoma del País Vasco (CAPV) y en el conjunto del Estado aspectos tales como la vivienda vacía e infrautilizada y el (no) derecho a la vivienda siguen siendo temas de plena vigencia, en tanto en cuanto reflejan una dimensión no resuelta de la satisfacción de las necesidades básicas de las personas y los derechos sociales de la sociedad en que vivimos. Este artículo trata de recoger y ordenar dicha situación y dimensionar la esfera de la vivienda vacía e infrautilizada en Europa, España y la CAPV, así como de analizar las recientes políticas de vivienda en la CAPV desde esta perspectiva. Por otro lado, se presenta el anteproyecto de ley de vivienda en la CAPV, primer esbozo del esfuerzo institucional por hacer efectivo el derecho subjetivo a la vivienda en nuestro entorno más cercano, y que junto con iniciativas desarrolladas por otras Comunidades como la catalana o la andaluza, representa una interesante propuesta a analizar.
