Impacto Económico de una reducción del IRPF en Andalucía a través de un Modelo de Equilibrio General Aplicado

Abstract

Resumen:El pasado mes de octubre, el Gobierno andaluz hizo pública una medida que se llevará a cabo a partir del 1 de enero del presente año; ésta consistirá en la bajada lineal de dos puntos en el tramo autonómico del IRPF en el presupuesto de 2016 y beneficiará a unos tres millones de ciudadanos; según apunta la Junta de Andalucía. El objetivo de este trabajo será el de cuantificar el efecto que dicha política tendrá sobre la economía andaluza, analizando las variaciones producidas en la principales variables económicas afectadas por la medida y utilizando para ello un Modelo de Equilibrio General Aplicado con la Matriz de Contabilidad Social del año 2010, elaborada a partir del último Marco Input-Output publicado por el Instituto de Estadística y Cartografía de Andalucía.Abstract:Last October, the regional government published a measure that will be implanted from 1st of January; it will consist of linear two-point drop in the regional section of the income tax in the budget for 2016 and will benefit about three million people.The goal of this paper will be to quantify the effect that this policy will have on the regional economy, analyzing the variations in the main economic variables affected by the measure, using an Computable General Equilibrium Model with the Social Accounting Matrix for 2010 developed from the latest Input-Output Framework published by the Instituto de Estadísica y Cartografía de Andalucía.
