La reforma de la financiación autonómica: Una perspectiva

Abstract

RESUMEN La revisión del modelo de financiación autonómica forma parte, en la actualidad, de un debate largo e intenso. Aunque en el año 2001 se aprobó un modelo con vocación de permanencia, la realidad ha puesto de manifiesto la necesidad de llevar a cabo profundas reformas en el mismo. Estas reformas deberían ayudar a mejorar el cumplimiento de los principios que deben regir cualquier sistema de financiación territorial, y deben cimentarse en un acuerdo global del que formen parte la totalidad de Comunidades Autónomas de Régimen Común. La estructura del trabajo es la siguiente: en primer lugar, repasamos las principales propuestas de reforma efectuadas por algunas CCA. Estas propuestas proceden en su mayor parte de los documentos de diagnóstico del modelo actualmente vigente elaborados por las propias CCA, y están organizadas en función de los principios económicos cuyo cumplimiento pretenden mejorar. En segundo lugar, analizamos la proposición elaborada por el Ministerio de Economía y Hacienda que sirve de base, en la actualidad, para la negociación. El trabajo finaliza con las principales conclusiones obtenidas y las referencias bibliográficas utilizadas para su realización. ABSTRACT At present the Spanish regional financing system is the focus of a long and intense debate. Although in 2001 a new model was approved which meant to be permanent, in practice the need to implement important reforms has raised. These changes have aimed at improving the fulfilment of the principles sustaining any system of territorial financing. At the same time, they must come from a global political agreement of all Autonomos Communities. We review, in the first place, the main proposals of reform submitted by some Autonomous Communities. These set of proposals depart to a large extent from analysis of the present model that have been made by each of the regional governments, and are therefore focused on the aspects they feel need to be improved. In the second place, we study the proposal advanced by the Ministry of Economy and Finances, which is the point of departure for the negotiation process. We finish advancing some conclusions.
