La nueva financiación autonómica: ¿un modelo realmente definitivo?

Abstract

RESUMEN En Julio del año 2001 el gobierno central acordó con los gobiernos autonómicos un nuevo modelo de financiación autonómica. Para valorar la estabilidad de este nuevo sistema hemos de tener presentes cuáles deben ser las virtudes de un modelo de financiación regional. En primer lugar, en este artículo se analizan los principales requisitos que debe recoger el sistema de financiación regional para ser estable: consenso, suficiencia, autonomía, solidaridad, coordinación y unicidad. En segundo lugar, se identifican las principales virtudes y defectos de los modelos anteriores. Finalmente, el nuevo modelo se valora desde dos puntos de vista: ¿cuánto se avanza en autonomía?, y ¿cuánto en solidaridad? ABSTRACT In July year, 2001, central and regional governments agreed on a new model of autonomous regional financing. In order to evaluate the stability of this new system, we have to bear in mind what the positive aspects of regional financing should be. First, in this article we analyse these positive aspects that should contain regional financing in order to be a stable system: consensus, selfsufficiency, autonomy, solidarity, co-ordination and one sole system. Secondly, we analyse the main virtues and defects of previous models. Finally, the new model is evaluated from two points of view: the progress made with respect to autonomy, as well as, solidarity.
