ABSTRACT In July year, 2001, central and regional governments agreed on a new model of autonomous regional financing. In order to evaluate the stability of this new system, we have to bear in mind what the positive aspects of regional financing should be. First, in this article we analyse these positive aspects that should contain regional financing in order to be a stable system: consensus, selfsufficiency, autonomy, solidarity, co-ordination and one sole system. Secondly, we analyse the main virtues and defects of previous models. Finally, the new model is evaluated from two points of view: the progress made with respect to autonomy, as well as, solidarity.
