Las políticas de articulación municipal en Francia: Los establecimientos públicos de cooperación intercomunal

Abstract

RESUMEN En este trabajo analizamos el proceso de descentralización en Francia, con especial incidencia en la esfera local. El problema del alto número de comunas en Francia ha llevado a los distintos gobiernos, especialmente a partir de 1999, a plantear soluciones para fomentar la cooperación intercomunal. De ahí que nuestro análisis se centre en una de las instituciones creadas para ello, la comunidad de aglomeración y hagamos un breve estudio de caso, en el Departamento de Vosges, para considerar las incidencias e inconvenientes en su aplicación. ABSTRACT This paper analyses the decentralisation process in France, with special coverage of the localsphere. The problem of the high number of communes in France has led different governments,especially since 1999, to suggest solutions to encourage intercommunal cooperation. Our analysis,therefore, focuses on one of the institutions created for that purpose, the community of agglomeration,and we have done a brief case study in the Department of Vosges, in order to consider theimpacts and drawbacks of its implementation.
