La estructura de oportunidades de la política local. El caso de los municipios Andaluces

Abstract

RESUMEN Este trabajo trata de dar una visión de conjunto de la estructura de oportunidad de la política local en los municipios andaluces a partir de la definición de los factores legal, funcional y financiero. Para ello se atiende tanto al reparto competencial de servicios y políticas públicas municipales entre los gobiernos municipales, el gobierno regional andaluz y el gobierno nacional, como a sus recursos financieros. Ello permite elaborar el mapa de los servicios municipales andaluces, lo que da una visión de conjunto de las capacidades y limitaciones de los ayuntamientos en cuanto a la generación y desarrollo de su acción pública. Se cierra el debate planteando posibles razones en la configuración de esta estructura de oportunidad a modo de hipótesis sobre investigaciones futuras. ABSTRACT The paper deals with the structure of opportunity of the local policy in the Andalusia municipalities from the definition of their legal, functional and financial factors. For this object it is considered both the division of municipal services and public policies embedded in the three levels of government (local, regional and national) and the financial capacity of local government. The municipal service map is then elaborated allowing knows the capabilities and limits of cities council in the generation and development of their public action. Finally the paper suggests possible reasons for the specific morphology of the structure of opportunities in this region as hypothesis in next researchers.
