La respuesta autonómica ante cierto tipo de contaminación atmosférica

Abstract

RESUMEN Ante el reto del cumplimiento del Protocolo de Kyoto por España, se plantea en este trabajo el papel desempeñado en este ámbito por las CC.AA. Con este objetivo se analizan a nivel autonómico los niveles de emisiones de gases de efecto invernadero, sus factores determinantes y las disposiciones medioambientales para su mitigación. Esta exploración sugiere que la clasificación de las regiones en el año 1990 por volumen de gases de efecto invernadero se mantiene en 2002. Asimismo las CC.AA. con disposiciones normativas para combatir este problema son en general aquellas con mayor nivel de emisiones. Y finalmente son estas regiones las que han experimentado comúnmente un menor incremento de emisiones en el periodo 1990-2002. ABSTRACT In response to the challenge of the Kyoto Protocol faced by Spain, this paper assesses the role of the Spanish autonomous communities in this context. With this aim, autonomous emissions, climate change factors and regional environmental legislation to tackle them are analysed. This study suggests that the classification of the regions in 1990 on the basis of greenhouse gas emissions is the same in 2002. Moreover the regions with measures aimed at combating the problem are mainly those with a greater level of emissions. Finally these autonomous communities have also experienced a smaller increase in emissions between 1990 and 2002.
