Eficiencia económica de las nuevas obras del plan hidrológico para el regadío en la Cuenca del Guadalquivir

Abstract

RESUMEN España ha fomentado el regadío durante los dos primeros tercios del siglo XX como instrumento de desarrollo económico. Las diferentes circunstancias económicas y sociales actuales además de las exigencias medioambientales hacen que en la actualidad no se deba seguir promoviendo trasformaciones en regadío sin hacer antes un riguroso análisis económico. Así, pues, el coste del agua y su productividad tendrán un papel esencial en la decisión de las inversiones hidráulicas y en la asignación de los recursos hídricos. El método que se propone permite calcular el ingreso neto de la producción añadida por el regadío. Con este dato comparado con el agua consumida, el coste abonado por ella por los agricultores, se puede por un lado analizar la viabilidad social de la aplicación generalizada del principio del full recovery cost, incluido en la Directiva Marco del Agua, y por otro conocer las subvenciones encubiertas que reciben los agricultores por el abaratamiento del coste del agua. Este método, aplicado ya a las zonas regables de promoción pública y a dos zonas privadas que recibieron ayudas públicas de acuerdo con la Ley de Auxilios de 1911, puede ser muy útil para analizar la eficiencia económica de las importantes inversiones en obras de regadíos que se han propuesto en el Plan Hidrológico Nacional y en el Plan Nacional de Regadíos. ABSTRACT Spain encouraged irrigation during the first two thirds of the twentieth century as an instrument of economic development. Various economic and social circumstances, in addition to environmental demands, mean that presently it is inadvisable to continue promoting transformations in irrigation without previously conducting a thorough economic analysis. Therefore, the cost of water and its productivity will play an essential part in decisions concerning hydraulic investment and in the assignment of water resources. The method we propose allows us to calculate net income of added production by irrigation. With this data, when compared with the water consumed and cost of this water for farmers, it is possible, on the one hand, to analyse the social viability of a generalised application of the principle of full recovery cost, included in the General Directive on Water (Directiva Marco del Agua) and, on the other hand, to discover the hidden subsidies which farmers receive due to the price reduction in water. This method which is already applied to irrigable public land and to two areas of private land which received state financial assistance in line with the Law of Assistance (Ley de Auxilios) of 1911, can be useful in order to analyse the economic efficiency of significant investments in irrigation work which have been proposed in the National Hydrological Plan (Plan Hidrológico Nacional) and in the National Irrigation Plan (Plan Nacional de Regadíos).
